`SushiEngine::Logging::ILogger`

Accepts formatted messages from any thread without blocking on I/O.

Public Methods

`should_log`	Returns true when a record of `level` in `category` passes the filter.
`submit`	Stamps, queues and later dispatches one message; a Fatal record is written before return.
`flush`	Blocks until every record submitted before the call reached the sinks.

Destroys the logger; a caller holding only the interface never deletes it.
